The Ministry of Road Transport and Highways (MoRTH) will introduce a concessional annual FASTag pass for eligible private non-commercial vehicle owners living within 20km of a National Highway toll plaza from November 1, 2026. The scheme is intended to make regular toll crossings more affordable for eligible local residents.

The pass will cost:
These rates are based on the location of the toll plaza, not simply the vehicle owner's residential address.
Applications will initially be available at eligible toll plazas, followed by the Rajmargyatra mobile app from December 1, 2026.
To qualify for the annual local pass, vehicle owners must meet the following conditions:
The pass is plaza-specific, not a nationwide toll pass. It allows unlimited crossings at the selected toll plaza during its 1-year validity but cannot be used at other plazas.
The scheme will not apply to National Highways or expressways that use a closed user-fee collection system. It will also be unavailable at toll plazas where a service road or alternative road is available to the vehicle owner or driver.
The annual fee will depend on whether the designated toll plaza is located within or outside municipal or local town limits. Eligible vehicle owners can choose between paying for a monthly local toll pass at Rs. 360 or buying the new annual local pass for Rs. 1,500 or Rs. 3,000, depending on the toll plaza's location.
For example, at a toll plaza outside municipal or local town limits:
At a toll plaza within municipal or local town limits:
The government may revise the annual fees, with any changes taking effect from April 1 each year.
The facility will be rolled out in 2 phases:
From November 1, 2026: Eligible vehicle owners can apply at local toll plazas.
From December 1, 2026: The pass will also be available through the Rajmargyatra mobile application.
Applicants must have a valid, functional FASTag linked to the eligible vehicle. They should ensure that their vehicle and residential location meet the scheme’s conditions before applying.
The local annual pass is different from the standard FASTag annual pass. The local pass is designed for eligible residents who frequently cross one designated toll plaza, whereas the standard annual pass is a separate offering with its own fee and conditions. The standard FASTag annual pass costs Rs. 3,075 for 2026–27. To know more about the annual pass, click the link below:

Therefore, the local pass could be the more economical option for eligible residents who regularly use the same toll plaza.
If you regularly commute through one toll plaza, the local annual pass could save you money. But if you travel through several toll plazas, you should compare the toll charges and available passes for your routes before deciding whether to get the local pass or the annual pass.
